I have fixed-bin put-away strategy with capacity management, and then high-rack for the remaining quantity if Fixed Bin gets full.
What if we don't have Fixed Bin assigned in advance for the new product, what happens to my Put-away WO, does it get failed?

If you have defined in your storage type search sequence as below:
Fixed Bin - High Rack
system will seek Fixed Bin assignment first, if can't find it will create put-away WT for the high-rack storage type, basically it will not fail as long as your high-rack storage type has enough space, and based on storage type configuration such as; addition to existing bin, next empty bin etc.
